To make the frills you’ll need scissors, colored tissue paper, double-sided tape and a wooden pick in the desired length. Begin by stacking a single layer of red, white and blue tissue paper then cut out a 3×5-inch rectangle.

Fold the stacked paper in half and make multiple cuts along the open edge to create fringe but avoid cutting the folded edge. Apply a line of double-sided tape to the uncut margin then roll up onto your stick.

Fluff the finished frill by spinning it in your hands.
